Friends of the Earth sued the U.S. Export-Import Bank in 2005 charging that the government “sank billions of dollars into financing activities without considering the effects on global warming.” The government has agreed to take greenhouse-gas emissions into account when evaluating fossil-fuel projects. President Obama signed an executive order yesterday on energy independence.
